Definitely adobe photoshop CS4. You get what you pay for which is ALOT.

Paint.NET. Add some nice Plugins and you've got something that can almost equal Adobe Photoshop CS4. I've used Photoshop at school, and I like it, but it's overly complicated and not for me.
